Terry is an experienced senior executive and director with 30 years of management and leadership experience in the public sector, his most recent public sector appointment being Chief Executive of the NSW Office of Environment and Heritage (OEH).
As Chief Executive, his management and leadership inspired a sense of purpose and direction that was critical to organisational success. Terry’s responsibilities at OEH included management and leadership of 5000 staff, leadership of the NSW National Parks and Wildlife Service, being Secretary of the Environmental Trust; and oversite of a number of government trusts including: the Royal Botanic Gardens, Parramatta Park, Historic Houses and Taronga Conservation Society.
Terry also oversaw the development and adoption of a number of new policy proposals for the NSW Government, including Saving our Species, which is a $100 million five year initiative to secure NSW’s threatened flora and fauna in the wild, Rewilding, which is a $35 million ten year project to reintroduce extinct species to western NSW. He also oversaw the establishment of the Biodiversity Conservation Trust, which is a funding commitment of $240 million over five years (and $70 million per year thereafter) to support private land conservation, and a renewed Climate Change Fund which provides $280 million per year for five years to address impacts from and support actions to adapt to climate change.
Terry has extensive legislative development experience and during 2016 oversaw two major legislative reforms for the NSW Government, including the passage of the Coastal Management Act 2016, and the Biodiversity Conservation Act 2016. Terry has outstanding public policy development knowledge and experience and has led nationally significant public policy debates including in 2010 preparing the draft government response to the Independent review of the Commonwealth’s Environment Protection and Biodiversity Conservation Act 1999 and the Australian Government’s Biodiversity Policy Framework. Between 2005-2009 he led public policy reviews of the Protection of Moveable Cultural Heritage Act 1986, the Aboriginal and Torres Strait Islander Heritage Protection Act 1984 and the Historic Shipwrecks Act 1976.
Terry has extensive experience representing governments, including leading international delegations to the 2015 International Panel on Climate Change meeting in Paris (NSW), World Heritage Committee meetings (Cth) as well as hosting international delegations.
He has extensive national representative experience at ministerial fora and on national working groups and has led agency representation at numerous parliamentary inquiries and budget estimates hearings.
